This is a good thing. However it is only good if your team does their job and completes the shipping process by assigning a transportation supplier to the shipments in question.
The Report links are not active till a transportation supplier has been assigned.

All your team need do is access the Shipment's Add/Edit screen. Select a carrier from the available drop down choices and hit Save, the system will do the rest.
