The system holds a permission under Groups that would allow
the Site to pass the creation of Groups to any User. Not many have but it is allowed. Or rather was allowed starting tomorrow.
We have for a variety of reasons elected to make that a Site
Administrator only permission. The creation of Roles has always belonged
exclusively to the SA and starting tomorrow the creation of a new Group will be
exclusive to the Site’s SA.
There is no need for you to take any action. We have coded
the page to allow the Create button to only appear for an SA. So holding the
permission will have no meaning as of tomorrow. Users with the proper permission
set can still view an existing Group’s permission set (without edit capability
a setting for the past several years), and can actually still edit the name of
a Group. However no longer will a User be allowed the Create a Group permission,
except for the Site’s SA.
