Update to Budget Checkbox Functions

In response to growing use of the Budget module we have updated our code.
The Add/Edit Budget screen, intended for use by the exhibit house has two check box functions:





Display Budget will remove the red flag warning from the Budget Report and Display Actual removes the warning from the Variance Report. (Provided that the Display Budget has already been clicked.)
Prior to the change if these boxes were not checked the Customer could not access the Project Budget Report or Project Variance Report.

The upgrade allows that they can now access the reports but the report will be flagged REPORT NOT FINAL until the check boxes are clicked.

This change allows for greater flexibility in your permission set configurations and also enables your customers to work along with you on the budget but have it clearly flagged as not final.

In addition to this new red flag feature, the change also addresses a prior issue on the Program Budget Report as well as other reports that looked to these same check boxes to indicate a Budget or Final report were flagged as final. Since many of you were clicking the flag to give your customers earlier access to non-finalized Budget Reports we were giving you confusing data on the Reports were the check box signaled the report was final. The two functions being linked just did not fit the way most of you are working.

Now you can share the budget information sooner with the flag indicating the REPORT NOT FINAL and have the value added to the series of roll-up reports that the Budget or Actual are in fact indicating accurately with respect to being final.
